coordonner les activités des différents comités de quartiers de la ville et autres groupements adhérents, pour les manifestations organisées en commun sous la responsabilité du Comité des Fêtes du Havre ; organiser des fêtes, des manifestations commerciales, artistiques, sociales, sportives, touristiques, dans son propre intérêt ; il pourra adhérer à une autre association après accord du Bureau ; les comités de quartiers et autres groupements restent autonomes et responsables pour leurs propres organisations ; toutes discussions politiques, philosophiques ou religieuses sont interdites au sein du Comité des Fêtes du Havre ; par ailleurs, les membres du bureau et du Conseil d'administration prennent l'engagement de ne jamais se prévaloir de la fonction qu'ils occupent au sein du Comité lors de candidatures éventuelles à des postes électifs de caractères politiques ou syndicaux
